If so then in my opinion it is related to Bank or England and US Fed rate hikes and stopping of QE, which started in March 2022 and rates have been relentlessly increased ever since.
These rate increases also caused a Bear market in US tech stocks and S&P 500 and in the FTSE 250 here in the UK.
It is weird, many other parts of the economy have not been effected much at all (yet).
IT can have its own recessions. Certainly post 9/11 work was hard to find (I was looking for a permanent job back then) which didn't seem to happen elsewhere in the UK.Comment

There are plenty of outside IR35 roles now and yes, JobServe has taken a hit. Platforms experience peaks and troughs, JobServe is no exception.Comment
