I think perhaps you have a false picture of how many people on benefits are able to work but choose not to.

Did you not contact your ex-colleagues / the PM directly to ask questions and show your interest? Unless the job ad is a cover to allow them to recruit internally or outsource cheaply, most PMs would surely rather get someone in who only needs a day or two to get back up to speed....
