I think that they were going to use the quantity of documents and the solicitor’s letter to make people think that there was a legitimate case against them, and to frighten them into simply paying up without getting legal advice first.
That’s it.

It is VERY likely that these loans were not consumer loans - the loans were an employee benefit and not subject to any consumer credit law.
But your second point is a very good question…...
