It sounds to me like a case of gentrification has happened in Leeds, and perhaps the salaries for the civil service has been stagnant for the last 20 odd years, which means the original people that you loved / worked with, moved out from the inner city donkey's years ago. The local government civil service has therefore to find replacements, hard working employees (and low 8$$ sucker contractors) who were prepare to commute and do the work. What do you prefer then fella? Harry Kane or Eberechi Eze

I don't know, I admit I never lived or worked in Leeds. I had a holiday fling with a girl from Leeds decades ago and I think I visited for a brief interview for some mad banking contract consultancy 15 years ago. Never got it, I think it was called ABGI consulting, BAGI, SGI or something.

Well I have seen one Black IT Director (Deutsche Bank 2001) and one Black Head of Engineering (Digital agency 2013) in a British company in my 27 year IT largely software engineering career to date.

If you look at the leadership team portfolios of most consultancies, small to mid-level businesses, then you can tell me, if there has been progress. Even when you look at IT conferences where professionals are speaking, I don't see change: same old faces like Talking Heads (Same as it ever was). I admit this evidence is anecdotal as in common sense.

Black people are under represented in IT. Asians are not so I don't think discrimination is the issue.

Can't quote the names as these are real life people. in my most recent job I had dealings with the Home Office and all names bar one were Middle eastern/muslim, African/Indian. It was an eye opener, so you are talking tosh. It was a case of spot the white person you would not think this was a UK office, it felt surreal as I had actually worked at the Home Office two decades ago and the change is phenomenal I was shocked, really shocked at the speed of replacement.
