Dealt with them for many years in many companies with my interim manager hat on. With very few exceptions, they are in HR because they can't hack any kind of production work.

One of the real advantages of being a contractor was not having to deal with the Human Remains function. No reviews, objectives, pointless management courses etc.
Simple transactional meritocracy: do a good job, get more work; do a bad job, get booted.

It looks like this only affects the C-suite. I don't think that having the HR Manager and IT Manager reporting to the same director is inherently bad; I've worked in small companies where they'd both report to the company owner. For that matter, any of us who do contracts outside IR35 probably have the same person in charge of IT and HR

This is why I loved being a contractor because you can just ignore all the HR nonsense and this is really the first time in my entire career I have been caught up in it. I also realized that they are not going to fire me, so I just give them back as good as they dish out. I'm 50 and some snotty brat from HR who is literally half my age and has the IQ of a melon is trying to tell me how to do a better job!
I think I read that 90% of HR is work that could easily be automated by AI. Probably the head of HR is sleeping with someone and has manouvered themselves into taking over IT for fear of losing their own jobs. Parasites and killing productivity in many businesses.

When the government minister for IT has zero experience of and knows nothing about IT what can we expect? I suppose these companies are just jumping on the bandwagon of ignorance and assuming that AI is about intelligence rather than being artificial!
