As referenced in an earlier post; that cover letter from Trethowans is not a demand for payment and instead focusses on correcting previous alleged failures to comply with the CCA. I suspect W28 may have engaged them simply to provide a 'wraparound' for their forest of paper in order to infer debts...

That's a great point!. I've just re-examined the cover letter from Trethowans and it clearly states "This Letter is not a demand for payment". I wonder if W28 have merely asked them to notify clients of the fact they have attempted to discharge their duties under Section 77A of the Consumer...
