Or you could look at the person who wrote the act (Rebecca) and that the end point is going to be a small number of lead agencies accepting the risk but explicitly requiring workers to use one of y number of named approved umbrellas from which they receive paper trails confirming everyone is paid 100%...

Please go and read the act, it’s written in a particular way that accidentally made one of the expected models (agency owning arms length umbrella) pointless.

Nope the way the law is written end clients will want at least 1 conpany /agency between them and the company paying the worker.
if a worker is on agency payroll and the agency doesn’t pay the tax bill the end client is liable.
put an umbrella at the end of the chain and...

There is still a whole world of dodgy agencies (in sectors such as healthcare) using dodgy umbrellas to undercut the rates legitimate agencies need to charge to workers.
Add workers who don’t know what’s going on and need work - (possibly a few more pence per pound) and you can see...
