Surely the simple solution is to add one word to the legislation - "new"
Make it apply to all new contracts commencing after 6th April.
Everyones happy then. Contractors in situ at the moment can stay on, PSOs are happy, HMRC are happy.Comment

Don't forget that some of the worst affected staff will be Nurses and other frontline people that were pushed this way when Hospitals stopped them doing overtime and made them go to agencies... Even if they are in the wrong I dont want to see Health staff getting shafted in what is really a zero sum game for government given that it comes in and out of them.
I am guessing that its going to get booted down the pitch.Comment
