        At this moment I actually can't see any good news. Delaying this won't solve anything, cancelling it doesn't solve anything as the damage has been done. Delaying it is actually worse as it doesn't solve anything....

        While its not a good thing to say it needs to be implemented in April the fallout needs to occur and only then can changes be made..

              Then it's not going to happen. With everything tax related it has to be overly complex before it will be considered.
              Rule Number 1 - Assuming that you have a valid contract in place always try to get your poo onto your timesheet, provided that the timesheet is valid for your current contract and covers the period of time that you are billing for.

              I preferred version 1!

                Surely the simple solution is to add one word to the legislation - "new"

                Make it apply to all new contracts commencing after 6th April.

                Everyones happy then. Contractors in situ at the moment can stay on, PSOs are happy, HMRC are happy.

                  Given that this is not a trivial situation the last thing that needs to happen is a car crash. I get why you think pain will help but I can tell you it won't.

                  Don't forget that some of the worst affected staff will be Nurses and other frontline people that were pushed this way when Hospitals stopped them doing overtime and made them go to agencies... Even if they are in the wrong I dont want to see Health staff getting shafted in what is really a zero sum game for government given that it comes in and out of them.

                  I am guessing that its going to get booted down the pitch.
