Would you not employ somebody to make sandwiches if it cost you nothing more than basic training (which you would have to do anyway)? Simple equation for the employer is it worth paying full price for an imported unit or just a little effort for a home grown one? Then perhaps after 3/12 the subsidy is half and after 12/12 nowt???
