We subsidise the employer but not the whole lot. We subsidise the immigrant who does the basic job anyway so we subsidise the one on his arse and the other who does his job. Why not get our own to do it and then we'll be subsidising less than 1. Got it 1 + a bit greater than 1 - a bit. Employers tend not to want people who can't read or write or solve basic problems. Nobody is worthless. Even if the subsidy is complete, to say make sandwiches then the employer gets his worker free, the cost to the country is the same.
