Not stopping at weights & meaures, how about getting rid of VAT and going back to good old Purchase Tax. That'd be A Real Shock to the system.
Especially since it had rates that went up & down like a whore's knickers with a top rate of 100% on occasion..
Here's the 1971 rates:
