        The conditions surrounding the emergency brake mean that a government has to notify the European commission, which then examines the request before passing it to the EU council of 28 governments, where a green light will probably require a qualified majority.

          But we all knew that.

          It's up to the UK government to change benefit rules to include a previous residency requirement. If they want people to have been in the UK for 4 years then put that in the rules.

              My experience working for the Wythenshaw Trust was that the then current statistics (2010) were based on Wards (AKA voting wards). Of the top 28, 26 were in Manchester. Wythenshaw has more in the top 10 than any other District.

              Middlesbrough, Knowlesley, Kingston upon Hull, Liverpool
              and Manchester are the local authorities with the highest
              proportions of neighbourhoods among the most deprived

              Middlesbrough - Large Labour majority for the last 3 elections.
              Knowlesley - No other party expect Labour on the council (Press report on 19 'wins'
              Kingston-Upon-Hull - Large Labour majority since 2011
              Liverpool - Massive Labour majority since 2010 (Note that when it 'won' European City of the year' or gained 'World heritage' status it was run by the LibDems)
              Manchester - 100% Labour currently and large labour majority since 1988

                It may be incorrect to say that deprivation and poverty happen in Labour run areas as cause and effect. More likely, it's the other way round - poor people vote Labour.

                    That said Troll does have a point. You're clearly for an independent Scotland so you've not really got the interests of the United Kingdom at heart. I have a sneaky feeling that there are a number of people in this camp - think 'Lord' Mandelson. Then again, you might just force another Scottish indy ref if there's Brexit. Oh the quandary!

                      Well there's a whole discussion right there about 'policy tactics' of all of the Parties.

                      The odd ball in the list (as the others have been staunch Labour majority councils since forever, through Thatcher, Blair etc) is Liverpool which went LibDem in the late 80's and early 90's and in that time regenerated the docklands and re-invigorated the city centre (and their plans are still being rolled out, even if they are hamstrung by the current incumbents).
