yes it is linked to a role.
But does this client want to transfer? Or just see evidence that it exists?
I've worked with some clients who simply expect their suppliers to demonstrate that individuals have SC clearance. They then do some back room magic in the vetting department and decide whether to allow the individual to do the work.

Think about the large SIs who are sponsors in their own right. They may not want to have their SC cleared staff transfer the SC every time they switch client. At some stage clients may take some trust in the supplier.

As for this case???? Who knows...

You need clearance to perform a role. You don't need clearance to apply for one. There are mechanisms to allow you to take on uncleared staff and allow them to work pending vetting for the role, which revolve around access to sensitive data*. There are Cabinet Office guidelines for all of these processes.

Equally, clearance for one role may well not be transferable to another. Police SC has different criteria to MOD SC for example and aren't usually immediately transferable as a result (says he, speaking from experience).

"Active SC" is not about clearance, it's about limiting the number of applicants. Which explains a lot about poor performance of many HMG programmes...



* Personally I can't see that being an issue for a tester, who won't usually be working against live data in the first place...

that rate, that IR35 determination, the need for SC, and a commute to York... I can't possibly fathom why they're struggling to fill the role.
