Some agencies do appear to have internal blacklists.
Whether these spread across multiple agencies, I wouldn't be surprised if this happens occasionally.Comment

LTSB the "perceived" blacklist is because most of the hiring managers have been there for many years they are going nowhere soon its way too easy for them there.........
I think there is a blacklist for some banks in HR (Barcap is one of them) but do not think agencies share data on this its too volatile as they are all in competition with each other blacklisting would require more effort on their partComment
