    I always thought too.. functionality is there apparently.. (from https://en.wikipedia.org/wiki/UK_Emergency_Alert_System)

    The alerts will only be available on devices that connect to the UK's 4G and 5G networks, and not 2G or 3G,[15]despite Cell Broadcast being part of the GSM specification since before 2G adoption was widespread in the UK.

    I believe that it's phones connected to the UK mobile networks. Last I checked that's all types of phone.

    If you've got a mobile dongle I can't see how that would make a noise as they don't have speakers? The SIM card they contain may receive an alert text.

    Its quite common for Politicians to stand in front of the flag. In the US there are flags everywhere in even the most enlightened companies. Here its just a picture of the queen in most Government places.
