Very obviously because then they have to spend less taking down dodgy umbrella companies and chasing links in a chain to the end taxpayer with fines for missing tax. Unraveling this takes a long time and costs money and resources.

It's not a dictatorship, it's a democracy. The economy is floundering because of a democratic decision that will surely eventually be reversed by another referendum: Brexit. Everybody knows it, and it's obvious to those who run small to medium businesses....
