Always remember my time at TFL going through one of the big 5.

I had to tell the contract Enterprise Administrator of my product what buttons to click to perform a server install, as I was not allowed to do it myself and he didn't have a scoobys.

There were also "contractors" that had been there 15 years+, in fact I'm unsure whether they had contracted anywhere else.

      Happy days

That opens a massive can of worms that is going to catch everyone out. I find that very hard to believe.
        Didn't you read the document?

I remember only a few months ago (well maybe 6+) TfL were defending their offpayroll workers saying that these are specialist skills like PM and engineers who are working on huge capital projects.
Fast forward and they try and throw everyone under the bus. I'm sure someone in finance worked out that with 2000 of them on roughly £300 day (many are on far more than that) the additional employers NI would be £84K PER DAY and they all want a 20% pay rise to stay but we agree to 15% on average. That equates to around £90K.
So every day would cost them an additional £175K than it did the day before. In an organisation that has been stripped of its central government funding they have been asked to find an additional £700K a week to keep their contractors on.

Maybe someone should have been so quick to send the email...

Haven't TfL had the likes of HCL in for years too, a pal of mine works for them and is always going to be 'handing over' but there's never anyone with a decent skillset that they can handover to.

Surely SDC is partly determined by the level of person you get, something that you may be able to raise with the hiring client?

I've had CIOs take me on because, at the time, I had 15 year's experience - he wanted me because he only had a small team and didn't want to have to have any of them getting involved beyond giving me the relevant system access to build his data warehouse and reports. The client's BAU DBA gave me their naming standards doc and that was it; if he'd got a junior guy in, all sorts of SDC and working practice issues would have put them inside IR35.

I may have missed something but are TfL now trying to get them all on the payroll? I do recall the debacle in summer with the new mayors pledge to offload all contractors and thinking 'little do they know something much more sweeping will be along for them soon'.

I used to work there and still deal fairly closely with them - i'd say the average is closer to 400pd.

There is an email on linked in from TFL on December 21st saying everyone had to do one of 4 options (umbrella, inside, possibly payroll or leave) and exceptions would be very rare.

Andy claims that that has now changed but we are awaiting evidence...

I've heard that their blanket decision wasn't what some of the other government departments wanted to hear. Lets see what happens.
