This is an interesting one:
* The Reform UK website doesn't mention anything about which flags are allowed.
* Their Facebook page has a post from 5th May, saying: "Reform UK councils will only fly the Union flag, St George’s flag and County flags."
* At Doncaster Council, the agenda for 10th July had a motion asking the mayor to consider a new flag policy. This would only allow the Union flag, the Royal Standard (when the king is visiting), and the national flag for a visiting country during a diplomatic visit. I.e. that policy would exclude the St George's flag and county flags. The motion passed but the mayor rejected their request. I.e. Reform have a majority of councillors but the mayor is Labour, so Reform's influence is limited.

It seems like an odd tactical choice for Reform to alienate the "Ing-er-lund!" demographic, but competence has never been their strong suit.

In any case, the proposed rules would only apply to council buildings, and there are different rules for private buildings (business or residential):

Among other things, you're allowed to fly:
"A flag of any island, county, district, borough, burgh, parish, city, town or village within the United Kingdom"
"The flag of the Black Country, East Anglia, Wessex, any Part of Lincolnshire, any Riding of Yorkshire or any historic county within the United Kingdom"
NB This isn't limited to your own county, although you might get odd looks from your neighbours if you fly a flag from elsewhere!

I think Reform were mainly trying to get rid of Pride flags. The gov.uk page has the rainbow flag in the second list ("deemed consent"), but that doesn't include the Progress Pride flag (with the chevron on the left). So, technically speaking, any house/business who flies the Progress version during Pride month should get permission ("express consent"); ditto if you wanted to have a pumpkin flag up for Halloween, etc. In practical terms, I haven't heard of anyone getting into trouble for that.
