As mentioned earlier, please read up on the agreement Ukraine made with the USA, UK and Russia in exchange for relinquishing their nuclear weapons. Russia has backtracked on that agreement, the USA seem to be wholeheartedly supporting the Russian position, and the UK is the only one of the 3 still determined to try and uphold it.

The outcome of Trump's failure to continue measures penalising Russia for their breach of this agreement may be that some nations who previously would have accepted assurances of protection from the US and other powers in return for not developing their own nuclear weapons, might now decide that those assurances aren't very reliable and they'll just get on and protect themselves. In other words, it has the potential to screw up any non-proliferation treaties.
