Nothing referenced in the speech. Might be in the Blue Book, but I doubt it. It will probably happen eventually, but unlikely to be very soon. Statement docs here:

And means that at current prices, the govt are still making an extra 2p a litre on petrol and 4p a litre on diesel because the prices are so high.

I don't think so, fuel duty has always been Xp per litre, rather than a % so the overall cost change doesn't mean more duty paid.

(The VAT element will be helped by higher pump prices though)

I always thought the spring statement was finance - policy issues appear in the budget.

But no sign of anything regarding IR35 and umbrellas that I can see...

I think that's the usual way, although spring statements often turn out to be hostages to fortunate and go further than intended, much like this one...

Because of recent price increase in recent months the VAT income for HMRC has gone up by 7p /l so we're still 2p worse of

I don't see anything about multiple employees here: https://www.gov.uk/claim-employment-...ce/eligibility

Looking at that page, it seems to me that as long as MyCo stays below the de minimis threshold, it can claim the allowance. But I'm no accountant so I'm happy to be corrected

                  Who cannot claim Employment Allowance

You cannot claim if you’re a public body or business doing more than half your work in the public sector (such as local councils and NHS services) - unless you’re a charity.

You also cannot claim if both of the following apply:
Certain employees cannot be included in your claim, such as:
                  ⭐️ Gold Star Contractor

No wonder nobody understands the tax system. How could a nanny not be a care or support worker - that’s literally what they do.

Maybe people deliberately hire uncaring nannies so their children learn to have a stiff upper lip?

A care worker cares for people who need additional help. A nanny looks after your children because you don't want to. Somewhat different.
