I think its means an electric one keyed to the cat's RFID chip. That's how ours works. Mind you, next door have the same kind, and our cat just barged in right behind their cat. Then realised she was outnumbered and tried to run away. But the door wouldn't open...

Surprised to find I only have 2 or 3, since I identify as slap bang in the middle of middle class but it does seem a pretty daft list. I mean, falconry glove? Horse saddles? That's aristocracy!
