Well, as it happens, there is already a product on the market to seal the penis up to stop pregnancy. There is an article in the Daily Fail about it back in 2017 and you can still buy it...

So as bizarre as it sounds, just sealing the penis doesn't appear to be a problem. In the article it talks about it not stopping STI's and the like. Doesn't mention anything about issues around sealing the old man up.
So you'd assume the fact he did this and his multiple organ failure are completely unrelated...

IIRC that story appeared in New Scientist back in 1988, on the same page as another story about a new disease in cattle and worries about what exactly went into meat pies.
