The government definitely needs to make sure that the heads of the hydra are removed. Many post offices are probably closing due to covid anyway so we need to subsidise them to recover. most of the branches are effectively franchises so just get another/rebuild the company to run the central part.

I don't believe that "getting another company in" will solve anything. Where will this fabled new company get its staff from? Where will it get its premises and equipment from?
Take over the old company you say?
