HMRC tax hotline for psychopaths

How easy would it be for a psychopathic person to cause a world of pain for a contractor? E.g if they call the HMRC hotline and claim that you're fiddling expenses or billing as outside of IR35 but actually inside. Is it that easy to trigger a tax inspection?

Even if you are squeeky clean it'd still waste lots of time and money.
