    Reminds me of the eighties during the Falklands War.

    The troops began calling the locals 'Bennies'. For those too young to understand the term and why it might be construed as derogatory, google 'Crossroads Benny'

    Anyways, the commanders got a directive from Whitehall to stop the troops using the term, telling the troops that they are 'not bennies'. So they began calling them 'NotBennies'

            I believe they became known as "Stills" instead as in Still Benny....

            The prevailing style of headgear in that rather chilly environment being a woolly hat and Crossroads being on air at the time of the Falklands Conflict.

              The first time the soldiers were chastised, I am sure it was Not Benny. Later, they were told they were still not to call them bennies and the 'still nots' came into being.

              edit: lol there appears to be a number of versions out there on the net, even down to one Argentine commander claiming it to be a reference to Benny Hill, because they were all bawdy

              Praps the truth is lost in time but the gist of the joke and the PC references still count
