So there are three aspects here. What you are, how you are taxed and how you are paid.

You are a contractor, contingent, supplier, temp. Any term that covers the Time and Materials way you work. No different to an outside guy. Tasks and responsibilities maybe different but you are engaged through a contract

You are inside for tax purposes. This makes you 'the same' or 'effectively' a pseduo employee but that just means you are taxed like an employee. These are woolly terms that say what you look like but you are still an inside contractor

You are employed by a brolly just get paid and this is driven by your tax situation.

So the top one is important. You are a contractor. The difference is you are under a different tax regime and other measures have to come in to play to meet that tax situation.

Sorry, I know this isn't an answer to your question, but what sort of nightmarish corp sh*te is this? is this a fin tech company?

This sounds like the sort of rules that most people don't bother with even if you're an employee. I would simply put in the essential contact information. I'm sure no-one will be too worried about whether you can demonstrate the company's values.
        I'm alright Jack

Sounds like the company values are to be time wasting admin junkies

I am "enjoying" a spell of permiedom due to the PSC bans everywhere - I have missed the deadline to set my objectives in line with company objectives "cascaded" down. Missed the the cascade somewhere and I am certainly not going to waste any time looking. So far zero hassle from boss who in any case has great tech skills but very limited English or management ability but generally leaves me in peace.

There seems little point resisting if you're Inside, you're getting paid to do it.

I don't think the "all staff training" is particularly relevant though. Working practices, security, fire safety are all things that seem reasonable even if you were Outside.

Yep - it's the sort of thing I hated so would just treat with the contempt it deserved.

The only exception I can think of is really large firms where it may be useful if you need help from elsewhere - so I wouldn't care if I was doing a standard dev role - but would be battling to create relationships if I was a end client facing consultant

If I were inside, I'd take all the (useful) training they offer - especially if the company has a tie-in with the likes of LinkedIn Learning or Pluralsight or similar outfits where you'd normally have to pay a subscription.

                      Here's one for you

"I recently took on a new employee, but denied them any employment rights by taking them through an umbrella company".
