I don't know how much people will have a choice, to be honest.

In the last couple of months, for generic roles such as ba and pm I've only seen contracts inside ir35 and with daily rates of £200-250. Not many roles with higher rates, no outside roles whatsoever, and barely any decent permie role either.

So the same pay Devs had 20 years ago, but with the cost of living doubled?

The sad thing is that Dev pay hasn't increased for 20 odd years - the skillset I had earning £45k as a permie years ago still pays £45k as a permie. And if my company was paying that £45k we would have the pick of developers as local rates are lower than that.

That's normal, skillsets devalue over time. You have to develop and move into new areas.

Not quite - the skillset then required a bit of C# knowledge and some Javascript.

Now it would require decent knowledge of Azure / AWS C#, a large amount of Javascript / typescript / node knowledge and a few Javascript frameworks and a lot more besides.
