As SE said I am a tester although as some developers seem to be sharing my problem it might be a decision they have to make as well.

I'd look into automation, if I were you. The industry isn't hiring any testers who don't have some form of automation skill set. Companies who are moving to agile are crying out for these.

Decent automation testers get good rates and are in demand, especially in London.

You run the risk of being out sourced but even then you have the option of management route but with some experience of automation.

I have got some automation skills but to go further into it would require building up development skills. Would certainly need to be done in a permanent role as I doubt I could teach myself it (and even if I could it probably wouldn't do me much good as I would have not done it commercially).

Considering the time you've had on the bench I think you should be spending it building up your dev skills. Unless you're doing anything else to increase your skill set or value to your business then it's time wasted.

New tax year only started yesterday wait a few more weeks to see if it picks up or not as it takes a little time to filter through if the hiring picks up again. Although I am a glass half full guy it does seem to be heading in the wrong direction but it can change in a short space of time in either direction!
