The banks need to get approval from the regulators (i.e. "due diligence") before they can start moving staff, so the move hasn't really started.
10,000 jobs is more than "a handful", and that is just in Frankfurt, they'll be distributed across the EU, Paris will probably get a lot more.

The article quotes a company that has chosen Frankfurt and may recruit 15 people. Your mate suggested that I thought you might just need a plaque on the wall to get a license and I said pretty much 'yes'.
Are you claiming this bank with 15 staff will not get a license? Or do you accept that 15 is enough? Or is 10 enough? Do you have any clue whatsoever?

I was on in Greece for the summer hols. Loads of tourists there and loads of new infrastructure being built as well as lot part funded by the e.u.
