For a long time the premise was that he was the same person in spite of the actor change. However i think they effectively pressed the reset button with Casino Royal.

I think also that may be the regional accent he is doing - so much American TV is Californian. Can't remember, but isn't it set in the mid-west or the south or somewhere a bit 'yokel'?
