The obvious answer would be "They don't".

The Daily Mail article refers to Home Office stats for the 3 years leading up to Mar 2024. It also links to this blog post, which seems to be the original source for the story:

I.e. the people who got work visas for these jobs prior to 2024 did it when the minimum salary was lower.
* Up until Mar 2023, the minimum salary was £25,200
* From Mar 2023 to Apr 2024, the minimum salary was £26,000
* From Apr 2024 onwards, the minimum salary was £38,700

How do any of those roles earn nearly £39K?

I know people who do it have done some of those jobs and due to the rates it's either a second job or second earners job.

You may find that they deal mostly with cash, like Turkish Barbers, asian Nail bars etc. and therefore are used to launder money(from drugs, prostitution, people smuggling etc.), this laundering process earns the excheqeur a few quid when the laundered cash is spent for "legitimate" purposes, luxury cars, watches, houses etc...

Great headline and soundbite, which will no doubt get many foaming at the mouth. But unless you read right to the end of the article, you miss the small print.
