Specialist CO2 capsules used for pistols and rifles have a small amount of oil in the "mix" - deffo not recommended for inhalation...
(perhaps a few capsules sprinkled amongst the NOS might help with thinning the crowd of feral fuqwits - SE, do you fancy testing the theory?)

The Met police have already been filmed stopping black cyclists in MAMIL gear accusing them of smelling of cannabis, so I expect them to stop such cyclists for having bike pumps...
