Yes well it does seem that way. Though the power balance is too far from centre.
HMRC in their pursuit of contractor tax have pushed the majority onto inside contracts and therefore umbrella, making you an employee of the umbrellas but the construct doesn't seem to fit the norms in terms...

Yes i think you're probably correct. I did phone ACAS who said they could help me recover the due pay but that the upper chain could enforce the switch. They then went on to say things that made me doubt they fully understood the dynamics and realities of umbrella workers....

Asked to change umbrella mid contract and payment withholding
the chain is candidate - umbrella - recruitment agency - resource management firm - end client
I opted into The Conduct of Agency Regulations 2003.
agency has told me I "have" to move umbrella company as while its on their PSA its not (or at least no longer) on the resource...
