        I tried to bring in a tester here at clientco that I know well; he's been testing for 20 years, has written books on testing, gives training and has had many articles published in peer reviewed journals and is very highly regarded in the field; software houses fight over him on the rare occasions that he's available. They turned his CV down on the basis that he has an HND and not a Degree; 'it's policy', they said. Permies often look at a CV looking for any excuse to turn someone down; I think they're protecting their own positions.
