why the deficit?

GDP is about the only thing the population can directly affect. Government spending they have a slight effect on.

Because you want a figure for spending minus tax take. Which is exactly what the deficit is. You have a deficit of £24 mln for your 8 million immigrants, so it should be easy to work out the per person figure for non immigrants using roughly the same method used for total spending earlier.

Which raises a different point. Imagine if we did have a selective immigration policy, based say on an IQ test or only people with Masters from top 100 universities.
We would then have a highly visible, successful minority.

yes but the deficit contains a lot of other items not included in the calculations for the immigrants so it would be like comparing apples & pineapples.
