        I've no idea what he's talking about either. It puts me in mind of the PM who demanded to know why no-one had told him about the communication problems.

            hmm I am NOT a pm but...

            There is a highlevel goal or plan of what the project is supposed to deliver - this is being classed as a base line.

            In order to progress the project that high level goal needs to be broken down into some high level requirements (thus the workshops)

            If someone wants something out of the project which is not clearly implied in the high level goals it requires a change request.

            So for me the project is still in a proof of concept /planning stage.

                I agree with originalPM, just make sure somebody is defining what is considered "success criteria" before development starts and work towards that.
                This default font is sooooooooooooo boring and so are short usernames

                  I can try Janet and John speak if it helps as plain English didn't cut it with you. Then again you aren't all there are you

                  Steps in a project :

                  Business case signed off.
                  Get budget.
                  Plan phase 1.
                  Hire staff.
                  Get cracking.

                  In this case

                  Hire staff.
                  Get cracking.
                  Define business case.
                  Get budget (or not )
                  Plan phase 1.

                  Precisely what I am trying to do. You need a definition of done before you start, and deadlines otherwise you are just writing blank cheques and in which case you really don't need a PM, or a board for that matter.

                    this happens quite often in my experience often by business departments trying to do things on their own hoping IT governance won't notice.
                    This default font is sooooooooooooo boring and so are short usernames
