Stuart Hall got the maximum according to the sentencing guidelines that were in place at the time the offences were committed. A sentence should be largely related to the harm it causes the victim in my view and this one is too high.
While it is important to "send a message" to teachers and others who are in charge of children this offence, an affair involving a slightly underage girl who was totally willing and may even have been the main driver, does not bear comparison with some recent cases of grooming and rape of vulnerable and often much younger girls we have seen recently.
We choose to set a rather high age of adulthood by international standards, not all "children" are children in any real sense, either physically or emotionally.bloggoth

I think that's been the case for a long time.
