No, you see the problem with that is twofold;
1. The edjumacayshun system can be too easily manipulated by politicians to produce the electoral results they want
2. That means giving cockhead numpty HR managers with MBAs 50% more influence than a brainy BSc who has some training in critical thinking and logic.

Better to introduce a basic IQ test. Over 110; you can, and should vote.
Less than 110; crawl back under your shell and accept that smart people know what's good for you.
