He forgets that if we as a society can't deal with the people who make up the majority of the victims there is little chance we will deal with other incidents.
In the case of domestic violence there are a whole load of victims who are normally ignored and not taken seriously not just men. Though in those cases people don't tend to laugh they just pretend to not hear.

It merely means giving people an equal chance of being able to do/participate in whatever regardless of socio-economic background, ethnicity, religion etc.
