Well, in any case this is settled now - some would say it's a triumph of justice system, others might disagree, but at least it is over.

It looks like ithe camera is on the A435 Alcester Road near the junction Morgan Close. Street view shows it as a 40mph limit just coming out of a 30mph limit. There are two camera warning signs just before the camera.

It is possible that the speed limit has been dropped to 30 mph recently. 60 + mph is excessive and I doubt if there would have been any legal loop holes to get out of it.

Tell your mum to look at the street lights, if there are any, she is in a 30 zone unless the signage states otherwise.

Turns out it was only 61 mph anyway.

I dont mean to be harsh TW, but the fact thate's not a young woman, the fact that she has a pure record, is irrelevant.
What matters inho, is whether she was driving safely according to the conditions. It's a judgement.

sometimes 20 in a 70 zone is too fast
sometimes 30 in a 20 zone is too slow.

taking the judgement out of the equation is a big mistake. Banning people based on their judgement or lack of it, makes more sense to me

i have absolutely no idea whether your mum deserves a ban

Does the price of driving insurance rocket after a ban?

I don't know for sure but I doubt very much word "rocket" would adequetly define what actually happens.
