If I make an effort to express myself and say "I would like to maintain the status quo" it is likely to be interpreted as meaning "I would like to maintain the status quo" and not "actually I would prefer to see a change".

Only by not voting or spoiling my ballot could I express my dissatisfaction with the limited range of choices presented.

If people don't vote then that can be taken as "people don't care, so that implicitly means there is no desire to change it". It's a minefield.

It could be considered a step in the right direction, but I suspect that like most half assed efforts it will cause people to question the value of proceeding further.

It's hard to make PR less likely, the only party with a real desire for PR and any influence was the Lib Dems and if they couldn't secure it in coalition then it's not likely to happen in the next few decades.
