A more interesting question is why didn't the Americans and Europeans stop their fishermen going down there with industrial trawlers and destroying the countries fishing economy and basically doing everything in their power to encourage these guys to become pirates?

No I think it was a hundred or so years ago when the British navy sank a couple of Pirate ships delivering spears to Ethiopia for the Italian army to invade Somalia.
