Lots of Russian money in Malta, IIRC, they were selling passports for a pittance not so long ago. I suspect the issue isn't that there are loads of empty properties going unsold but rather that external buyers are helping keep the prices inflated and so making it harder for locals to buy where they need to live. It's exactly the same issue that happens in the UK, whether it's Russians or Chinese buying up tower blocks to leave them empty or Tarquin and Felicia buying a weekend pad down in Cornwall that they never visit because it doesn't have a WaitroseComment

Then what happens is the businesses that rely on tourists can't get local staff, so they bring in foreigners who are happy to sleep 10 to a flat for a summer job, and the wealthy locals then call all their younger counterparts lazy and selfish for daring to want to be able to afford to live.…Maybe we ain’t that young anymoreComment
