    Then what happens is the businesses that rely on tourists can't get local staff, so they bring in foreigners who are happy to sleep 10 to a flat for a summer job, and the wealthy locals then call all their younger counterparts lazy and selfish for daring to want to be able to afford to live.

    Problem is the government needs to govern. It seems the Spanish aren't any better than the UK government.
