Oh look the PO at it again?

    https://www.thisismoney.co.uk/money/...it-stamps.html

There is something of a mystery going on at the Royal Mail — but nothing to do with the recent Post Office scandal.

Rather it involves a surge in 'counterfeit' stamps and a hefty £5 penalty for those who receive (and accept) mail posted using one.

Money Mail has been contacted by dozens of frustrated readers who have been stung with the fine, while others who have bought stamps from legitimate sources say they are mortified at sending out mail to friends and family which the Royal Mail then deems 'counterfeit'.
Always forgive your enemies; nothing annoys them so much.

A badly run organisation with no proper oversight at any any level (ref: Paula Venells, Kemi Badenoch, Sarah Mumby, Nick Read and any previous incumbent is said posts) so its not surprising that they are over reaching the remit, as it is so easy for them to do so.
To be fair its not difficult to do a proper job here without reaching for a legal act of the 17th century (in context)
I have the ashes of a dead goldfish called Fopsy on my mantelpiece and Fopsy could do a better job of managing the post office than previous incumbents and Fopsy is a dead goldfish who has been deceased for a number of years! But we wouldn't have this crap or Horizon or any other crap with the post office!

That story has been going on for months - to the extent we now buy all stamps from the local post office and keep the receipt....

As for the legitimate seller argument there are so many fakes around the only sane option is to buy direct from the source or print it yourself.

How on earth can the recipient legitimately be fined in this instance? Do these letters actually get put in the letterbox if so presumably it's too late to refuse it or are we expected to check the stamp and then return to PO?

Special laws for the Royal Mail/Post Office.

They don't put the letter through your box. They put a card through saying you have a delivery that has a charge associated with it, and you can collect from post office/sorting office upon paying the charge.

Weird how they put barcodes on stamps to try and make it harder to counterfeit and that in itself seems to be causing the problem. The PO are not very good at IT are they?

Makes me laugh when our politicians start making threats to Putin. He is probably laughing at our stupid country that cannot even run a post office, let alone build a decent aircraft carrier.
