    The high court has dismissed a legal challenge by five Conservative-led councils against the expansion of London’s ultra-low emission zone (Ulez).

    The zone, which the mayor of London, Sadiq Khan, has said is a vital move to tackle toxic air, is due to be extended throughout the whole of Greater London at the end of August, making owners of the most polluting cars pay to drive.

    The outer London boroughs of Bexley, Bromley, Harrow and Hillingdon, along with Surrey county council, launched legal action in February. At the high court earlier this month, barristers argued that Khan had failed to adequately consult, overstepped his powers, and had provided a flawed £110m scrappage scheme.

    Drivers of vehicles that do not meet the Ulez standards – typically petrol cars from before 2006 and diesels registered before 2015 – have to pay £12.50 a day when they enter the zone.

    Originally drawn up under the previous mayor, Boris Johnson, the Ulez launched in central London in 2019, and was expanded to draw about 4 million people into the zone, up to the North and South Circular roads, in October 2021.

    The planned expansion throughout Greater London has become a significant political issue, and was seen as the key factor in the Conservatives narrowly winning the Uxbridge and South Ruislip byelection last week.

    According to Transport for London, only about 6% of vehicles now entering the zone pay a fee, and an estimated 15% of vehicles driven in outer London are noncompliant.

      Hmmmm. Another difficult decision, bit like lockdown. Reducing the health problems and deaths due to pollution versus seriously damaging some people's livelihoods, which will also have health consequences.

      Glad I don't have to make decisions like that. Easier to just sit around and criticize like most people. Or opposition parties.

      PS CUK is acting a bit iffy today.

          I'm surprised they just roll it out the same way for residents and drivers who drive in / out. Imho it would be much better to give residents say 3-5 years to switch out cars, but charge any drivers just rolling in straight away. I'd be a bit miffed if I suddenly realised I have to pay £12 a day as a resident.

            He's not allowed to.

            He signed an agreement with the Secretary of State for Transport, who at the time was Grant Shapps, to expand the zone. The only blessing is that it is not as restrictive as what the SNP brought in Glasgow on 1 June.

              Absolutely.

              I'm all for reducing pollution, but I think there needs to be a balanced implementation.

              The Glasgow scheme seriously lacks pragmatism. It should have allowed for leisure access evening and weekends on the basis of, say, up to 15 visits per year. This would have allowed out-of-town folks access to theatre, restaurants, etc.

              Maybe even a number of daytime visits per year for those who need occasional access. But certainly, sort out daily polluters.

              Glasgow also lacks park and ride facilities.

              Now, if only they'd kept the tram network like other European cities.

                    Considering that more recent petrol and diesel cars meet ULEZ standards I wonder if it's possible to make some sort of addon for older cars that can collect particles. Ought to be fairly easy. Just pipe the exhaust fumes through a cardboard box full of damp toilet paper. This idea could make me millions!
