I lived in London for over 30 years. Most of the air pollution is due to lorries bringing in building materials or food/clothing. Charging ordinary workers is not going to solve anything and the worst air quality is down in the tube.

It was always going to go-ahead. The tulip show was just to get people to buy into it. The worrying thing is that I believe all of these charges will come into play, ULEZ, Congestion Charging and the final addition will be road charging.
