I don't think it's quite as bad as it looks. I saw a couple of Twitter threads about this earlier:
Matt Honeycombe-Foster on Twitter: "So the government has absolutely NOT awarded a 70BN contract to a random Cornish company to oversee the entire net zero transition. Here's the quite boring (but much less viral) thing that's actually happened:" / Twitter
Benjamin P. Taylor on Twitter: "OK - everyone should calm down. This isn't a government intention to spend £70bn on an unknown consultancy. But this is a slightly different type of scandal. It's a Framework Agreement - a legitimate way of setting up easier purchasing through a pre-qualified and legal contract." / Twitter
Apparently this is to do with procurement frameworks (i.e. this company is acting as a middle man), and the 70 billion is an upper limit of what's going to be spent over the next few years rather than a big cheque being issued on day 1.Comment

Apparently it's an arrangement but not a contract even though it went out to tender as a contract and to call it a contract was a mistake even though there is a contract. Meanwhile, the directors names are plastered all over the Panama papers.
