Apparently it's an arrangement but not a contract even though it went out to tender as a contract and to call it a contract was a mistake even though there is a contract. Meanwhile, the directors names are plastered all over the Panama papers. Sounds legit'

I don't think it's quite as bad as it looks. I saw a couple of Twitter threads about this earlier:

It's a Framework Agreement - a legitimate way of setting up easier purchasing through a pre-qualified and legal contract." / Twitter

Apparently this is to do with procurement frameworks (i.e. this company is acting as a middle man), and the 70 billion is an upper limit of what's going to be spent over the next few years rather than a big cheque being issued on day 1.
